Azerbaijan bears responsibility for ensuring the rights of Karabakh Armenians. Luxembourg Foreign Minister Jean Asselborn told the Guardian, noting that his country “condemns Azerbaijan’s military operation in Nagorno-Karabakh in the strongest terms.”
“Azerbaijan has the responsibility to guarantee and ensure full respect for the rights and security of the Karabakh Armenians, including their right to live with dignity in their homes,” Asselborn said.
“Azerbaijan must comply with its international obligations and ensure unimpeded humanitarian access to populations in need,” he said, calling on “Baku and Karabakh Armenians to participate in a comprehensive and transparent dialogue.”
“We are calling on Azerbaijan and Armenia to resume, under the auspices and support of the EU and other partners, negotiations on all unresolved issues with an aim to conclude a peace treaty,” he added.
